It is hard at this age because, as you said, you are limited as to what you can give her!
My son went throught the same thing at that age, and I found that wrapping an ice cube in a clean hanky or flannel and letting him chew / suck on it was a life saver (under strict supervision of course, to avoid choking).
The ice numbs the gums and is hard enough for them to bite on, but the cloth protects it from slipping into their mouth (choking hazard) and from being too cold for them.
Also, I don't know where you live, but a hospital near me make their own teething gel which actually numbs the gums and reduces inflammation, it's great. So it might be worth asking pharmacies or hospitals in your area to see if they do the same, as you can only get it through the hospital.

EDIT: Without trying to sound rude, PLEASE PLEASE do NOT rub honey into her gums like someone suggested, it can start early decay and begin to rot her teeth - my dentist said that people putting honey and other sweet things on babie's dummies and gums is the sure fire way to start decay.. which we don't want for our children! And aside from that, you are not meant to give honey to babies under 12 months of age:
